見利思義, 눈앞의 이익을 보면 먼저 의리를 생각함
견리사의
‘견리사의(見利思義)’라는 말이 있습니다. 《논어(論語)》 <헌문 편>에나오는 말이지요. 즉 ‘눈앞에 이익을 보거든 먼저 그것을 취함이 의리에 합당한 지를 생각하라’고 하신 공자(孔子)의 말씀입니다. 이것을 현대적으로 표현하면 ‘세상에 공짜는 없다’는 말이 되는 것입니다.
세상에 공짜는 없습니다. ‘세상에 공짜는 없다‘는 이 말은 ’노력 없이는 대가는 없다‘는 말이지요. 즉, ‘땀 흘리지 않고는 어떤 일이든 이룰 수 없다’는 뜻입니다. 그러지 않고는 공짜가 하늘에서 떨어지거나 땅에서 솟아야만 합니다.
우리나라 공무원들 중 일부는 ‘견물생심(見物生心)’하는 사례가 많아 국민의 마음을 아프게 하고 있습니다. 상층부의 문제뿐 아니라 하위직의 부패는 끝을 모르고 일어나고 있어 국민을 더욱 실망시키고 있는 요즘입니다. 공직자의 태도에서 가장 중요하게 여겨야 할 덕목중의 하나가 바로 ‘견리사의(見利思義) 견위수명(見危授命)’이어야 합니다.
더욱이 선출직 공직에 나가려는 사람은 이에 대한 입장을 분명히 밝혀야 하지요. 그들의 대부분은 기관을 책임지고, 공직자들을 감시하는 사람들이 되기 때문입니다. 이들이 견리사의 없이 견물생심 한다면 국가는 어떻게 되겠는지요? 그런데 세상에는 ‘공짜라면 양잿물도 마실’ 공직자들이 즐비한 것 같습니다.
바로 그것이 요즘 국민들의 공분(公憤)을 사고 있는 ‘LH 한국토지주택공사’ 직원들의 땅 투기 문제입니다. 참으로 슬픕니다. 고양이한테 생선을 맡긴 격이 되었습니다. 이제 그들은 공짜인 줄 알고 마구 먹었다가 가패신망(家敗身亡)을 하고, 마침내 먹은 것을 다 토해내며, 엄한 형사처벌까지 받게 된 것이지요.
참여연대의 조사에 따르면, LH 직원 13명이 시흥 10곳, 광명 4곳의 땅을 매입했다는 것입니다. 그들이 매입한 땅은 2018년부터 2020년까지 광명·시흥 지구 약 7000평에 달하는 부지였습니다. 토지 매입자금은 약 100억 원대라고 하네요. 토지엔 이미 수백 그루의 나무가 빽빽하게 심어져 있었는데, 이는 더 많은 보상금을 받기 위해 투기 세력이 흔히 사용하는 수법이고 합니다.
특히 이 토지공사 직원들 중, 3명은 같은 사업본부에서 나란히 토지보상 업무를 담당하는 직원들이었습니다. 지난 3월 10일 경찰청 국가수사본부는 이들을 응징하기 위해 770여 명 규모의 ‘정부합동특별수사본부’를 출범시키고, 활동을 시작했다고 밝혔습니다.
이런 가운데, 정세균 국무총리는 10일 정부서울청사에서 박범계 법무부 장관과 전해철 행정안전부 장관 등, 검경 책임자가 참석한 가운데 수사협력 관련 회의를 주재했습니다. 정 총리는 수사를 맡고 있는 경찰과 영장청구와 공소 유지 등을 담당하는 검찰간의 유기적인 소통과 연계가 무엇보다 중요하다고 강조했습니다.
종달새 한마리가 숲길을 따라 움직이는 작은 물체를 발견하고는 호기심으로 다가갔습니다. 그건 고양이가 끌고 가는 작은 수레였습니다. 그 수레에는 이렇게 쓰여 있었지요. 「신선하고 맛있는 벌레 팝니다.」 종달새는 호기심과 입맛이 당겨 고양이에게 물었습니다.
“벌레 한 마리에 얼마에요?” 고양이는 종달새에게 깃털 하나를 뽑아주면 맛있는 벌레 세 마리를 그냥 주겠다고 했습니다. 종달새는 망설임도 없이 그 자리에서 깃털을 하나 뽑아주고 벌레 세 마리를 받아 맛있게 먹었습니다. 종달새는 깃털 하나쯤 뽑았다고 해서 날아다니는 데는 아무런 지장도 없었지요.
종달새는 한참을 날아다니다가 또 벌레가 생각났습니다. 여기저기 돌아다니며 벌레를 잡을 필요도 없고, 깃털 몇 개면 맛있는 벌레를 배부르게 먹을 수 있는 게 너무나 편하고 좋았습니다. 이번에 깃털 두 개를 뽑아주고 벌레 여섯 마리를 받아먹었습니다. 이러기를 수십 차례, 그런데 어느 순간 하늘을 나는 게 어려워 잠시 풀밭에 앉아 쉬고 있는데, 아까 그 고양이가 갑자기 덮쳤습니다.
평소 같으면 도망치는 것은 일도 아니었지만 듬성듬성한 날개로는 재빨리 움직일 수 없었습니다. 후회해도 때는 늦었습니다. 종달새는 벌레 몇 마리에 목숨을 잃었습니다. 상대를 무능하게 만드는 가장 쉬운 방법은 ‘공짜심리에 맛 들게 하는 것’입니다. 즉 욕심에 눈이 멀면 함정에 빠지게 마련이지요.
마찬 가지로 세상에 공짜가 없듯 자유나 평화를 누리는 데도 공짜가 없습니다. 미국 워싱턴의 ‘한국전참전기념 비’에도 「Freedom is not free(자유는 공짜가 아니다)」라는 문구가 새겨져 있습니다. 우리가 항구적 평화를 누리고 번영을 구가하려면 만반의 준비를 갖추고 힘을 길러야 하는 것이지요.
‘춘추좌씨전(春秋左氏傳)’에 보면, 「居安思危 思危 則有備 有備則無患」이라는 말이 있습니다. 즉 ‘평안히 지낼 때에는 항상 위태로움을 생각하여야 하고, 위태로움을 생각하게 되면, 항상 준비가 있어야 하며, 충분한 준비가 되어 있으면 근심과 재난이 없을 것이다.’라는 뜻입니다.
어떻습니까? 모든 사람들이 새겨야 할 만고불변의 진리가 아닌가요? 아마 정부는 공직자뿐만이 아니라 국민들까지. ‘유비무환’의 정신을 생활화하고, 세상에 공짜는 없다는 경구(警句)를 마음에 새기게 하면 좋겠습니다. 그러면 어떠한 위기와 시련이 닥치더라도 우리는 이겨 낼 수 있으니까요!

Veterinary There is a term called ‘gyeon-ri’s (見利思義)’. It's a phrase that appears in the <Constitutional Version> of The Thesis. In other words, the words of Confucius (孔子) who said,'If you see profit in front of you, first think about whether it is reasonable to take it.' When we put this in a modern way, it makes sense that'there is no free in the world'. There is no free thing in the world. This phrase'there is no free in the world' means'there is no price without effort'. In other words, it means'you cannot achieve anything without sweating.' Otherwise, the freebie must fall from the sky or rise from the ground. There are many cases where some of the Korean public servants are ‘because of being born,’ which hurts the hearts of the people. Not only the problems of the upper class but also the corruption of the lower ranks are happening without knowing the end, and these days are more disappointing the people. One of the virtues that should be considered most important in the attitude of public officials should be'the guard life of a guardian (見利思義)'. Moreover, anyone who wants to go to an elected office must clearly state his position on this. Because most of them are the people who take charge of the institution and watch over the public officials. What would happen to the country if they were stubborn without a testimony? However, it seems that there are many public officials who will ‘drink lye if it’s free.’ That is the problem of land speculation by employees of “LH Korea Land and Housing Corporation,” who are buying the public's conscience these days. I am really sad. It turned out that I left the fish to the cat. Now, they thought it was free, and they ate wildly, and then they gave up all that they ate, and finally, they vomited everything they ate, and were punished by severe criminal penalties. According to a survey by the Participatory Solidarity, 13 LH employees purchased 10 lands in Siheung and 4 lands in Gwangmyeong. The land they purchased was a site covering about 7,000 pyeong in Gwangmyeong and Siheung districts from 2018 to 2020. It is said that the land purchase amount is about 10 billion won. The phrase “Freedom is not free” is also engraved on the “Memorial for Korean War Veterans” in Washington, USA. In order for us to enjoy lasting peace and prosperity, we must be fully prepared and cultivate strength. In ‘Chunchu-jwa-sijeon (春秋左氏傳),’ there is a saying “居安思危 思危 則有備 有備則無患”. In other words, it means'when you are in peace, you should always think of danger, and when you think of danger, you should always be prepared, and if you are prepared enough, there will be no worries and disasters.' How is it? Isn't it the everlasting truth that everyone should engrave? Perhaps the government is not only public officials, but also the people. It would be good to make the spirit of ‘Yubimuhwan’ a daily life, and to keep in mind the aphorism that there is no free in the world. Then we can overcome any crisis and trial!
